  1  1    Section 1.  Section 256.16, Code 1997, is amended to read
  1  2 as follows:
  1  3    256.16  SPECIFIC CRITERIA FOR TEACHER PRACTITIONER
  1  4 PREPARATION AND CERTAIN EDUCATORS.
  1  5    1.  Pursuant to section 256.7, subsection 5, the state
  1  6 board shall adopt rules requiring all higher education
  1  7 institutions providing practitioner preparation to include in
  1  8 the professional education program, preparation demonstrate
  1  9 that each student who graduates from the practitioner
  1 10 preparation program successfully completed the following:
  1 11    a.  Preparation that contributes to education of students
  1 12 with disabilities and students who are gifted and talented,
  1 13 which must be successfully completed before graduation from
  1 14 the practitioner preparation program.
  1 15    b.  Preparation for recognizing at-risk students, and for
  1 16 understanding and ameliorating the behavior of at-risk
  1 17 students.  For purposes of this section, "at-risk students"
  1 18 shall include, but shall not be limited to, students who
  1 19 reside in low-income households, in foster care, or are
  1 20 homeless; have attention deficit disorder; are victims of
  1 21 physical, sexual, or psychological abuse; are in chronic pain;
  1 22 function below chronological age in two or more developmental
  1 23 areas, one of which may be English proficiency, as determined
  1 24 by an appropriate professional; were born at biological risk,
  1 25 including students born with low birth weight (under one
  1 26 thousand five hundred grams -- approximately three pounds) or
  1 27 diagnosed with a medical disorder such as spina bifida, fetal
  1 28 alcohol syndrome, or Down's syndrome; were born to a parent
  1 29 who was under the age of eighteen at the time of the student's
  1 30 birth; or who reside in a household with a parent or guardian
  1 31 who has not completed high school, has been identified as a
  1 32 substance abuser or as chronically mentally ill, is
  1 33 incarcerated, is illiterate, or is a child or spouse abuser.
  1 34    2.  A person initially applying for a license shall
  1 35 successfully complete a professional education program
  2  1 containing the subject matter specified in this section,
  2  2 before the initial action by the board of educational
  2  3 examiners takes place.  
  2  4                           EXPLANATION
  2  5    This bill requires the state board of education to adopt
  2  6 rules requiring higher education institutions with
  2  7 practitioner preparation programs to demonstrate that students
  2  8 who graduate from those programs have successfully completed
  2  9 preparation for recognizing, understanding, and ameliorating
  2 10 at-risk behavior.
