1 1 Section 1. All proceedings of the Board of Directors of
1 2 the Cedar Rapids Community School District to approve the
1 3 instructional support program are hereby legalized and the
1 4 instructional support program is declared to have been validly
1 5 adopted.
1 6 Sec. 2. This Act, being deemed of immediate importance,
1 7 takes effect upon enactment and is retroactively applicable on
1 8 and after July 1, 1996.
1 9 EXPLANATION
1 10 This bill legalizes the proceedings of the board of
1 11 directors of the Cedar Rapids community school district to
1 12 impose an instructional support program. The board adopted a
1 13 resolution of intent to participate in an instructional
1 14 support program and set a public hearing for July 15, 1996.
1 15 The board sought to publish notice 10 days prior to the
1 16 hearing as required under Code section 257.18 in the Cedar
1 17 Rapids Gazette which did not occur, although several newspaper
1 18 articles referring to the hearing were published. The board
1 19 held the public hearing and approved participation in the
1 20 instructional support program, which was approved by the
1 21 voters of the school district on September 10, 1996.
1 22 The bill takes effect upon enactment and is retroactively
1 23 applicable to July 1, 1996.
