1 1 Section 1. ABSTINENCE EDUCATION PILOT PROGRAM CHOOSING
1 2 THE BEST.
1 3 1. The Iowa department of public health, in cooperation
1 4 with the department of human services and the department of
1 5 education, shall implement an abstinence education pilot
1 6 program entitled "Choosing the Best" to be implemented in both
1 7 rural and urban school districts in grades six through nine,
1 8 which may include development of a video for use in the
1 9 program. The Iowa department of public health shall implement
1 10 the program to comply with the requirements of section 912,
1 11 Subchapter V of the federal Social Security Act, as codified
1 12 in 42 U.S.C. } 701 et seq., which provides that abstinence
1 13 education means an educational or motivational program which
1 14 includes the following:
1 15 a. Has as its exclusive purpose teaching the social,
1 16 psychological, and health gains to be realized by abstaining
1 17 from sexual activity.
1 18 b. Teaches abstinence from sexual activity outside of
1 19 marriage as the expected standard for all school age children.
1 20 c. Teaches that abstinence from sexual activity is the
1 21 only certain way to avoid out-of-wedlock pregnancy, sexually
1 22 transmitted diseases, and other associated health problems.
1 23 d. Teaches that a mutually faithful monogamous
1 24 relationship in the context of marriage is the expected
1 25 standard of human sexual activity.
1 26 e. Teaches that sexual activity outside of the context of
1 27 marriage is likely to have harmful psychological and physical
1 28 effects.
1 29 f. Teaches that bearing children outside of marriage is
1 30 likely to have harmful consequences for the child, the child's
1 31 parents, and society.
1 32 g. Teaches young people how to reject sexual advances and
1 33 how alcohol and drug use increase vulnerability to sexual
1 34 advances.
1 35 h. Teaches the importance of attaining self-sufficiency
2 1 before engaging in sexual activity.
2 2 2. a. It is the intent of the general assembly that the
2 3 Iowa department of public health and the department of human
2 4 services shall identify existing abstinence education and
2 5 community-based programs which meet the guidelines specified
2 6 in subsection 1 in order for the required matching of federal
2 7 funding to be received on or after October 1, 1997.
2 8 b. Of the federal funds received by the Iowa department of
2 9 public health, not more than $100,000 shall be used for
2 10 implementation of an abstinence education pilot program
2 11 entitled "Choosing the Best" in accordance with the
2 12 requirements of subsection 1.
2 13 c. The remaining federal funds received by the Iowa
2 14 department of public health shall be used to provide grants
2 15 for abstinence education programs which are consistent with
2 16 the federal requirements of section 912, subchapter V, of the
2 17 federal Social Security Act, as codified in 42 U.S.C. } 701 et
2 18 seq. A grantee, including an existing program, may provide
2 19 three dollars in local, private, or other funding for every
2 20 four dollars of federal funding provided through the grant.
2 21 EXPLANATION
2 22 This bill directs the Iowa department of public health, in
2 23 cooperation with the department of human services and the
2 24 department of education, to implement an abstinence education
2 25 pilot program entitled "Choosing the Best" in both rural and
2 26 urban school districts in grades six through nine which may
2 27 include development of a video to be used in the program. The
2 28 bill defines abstinence education as provided in federal law
2 29 for the purposes of drawing down federal funding for the state
2 30 abstinence education pilot program and other state abstinence
2 31 education programs. The bill directs the Iowa department of
2 32 public health and the department of human services to identify
2 33 existing programs which meet the federal requirements to draw
2 34 down federal funds, provides that up to $100,000 of the
2 35 federal funds received are to be used for the pilot program,
3 1 and provides that the remaining federal funds received are to
3 2 be used to provide grants for abstinence education programs
3 3 which meet the federal requirements.
