1 1 Section 1. NEW SECTION. 256.57 ENRICH IOWA PROGRAM –
1 2 INTENT – FUNDING.
1 3 1. The general assembly finds and declares that the public
1 4 library is at the heart of each community, an integral
1 5 component in this state's education system, and an invaluable
1 6 source of wisdom and knowledge for this state's lifelong
1 7 learners. It is therefore in the interest of the citizens of
1 8 Iowa that a comprehensive initiative be undertaken to reduce
1 9 inequities in library services throughout the state and
1 10 provide public libraries with the funds necessary to meet the
1 11 present and future needs of this state's citizens.
1 12 2. There is appropriated from the general fund of the
1 13 state to the department of education for each fiscal year the
1 14 sum of three million dollars, which shall be allocated to the
1 15 division of libraries and information services for the
1 16 following purposes and in the following amounts:
1 17 a. Of the funds allocated each year, the division shall
1 18 distribute one million eight hundred thousand dollars to
1 19 eligible public libraries that comply with the standards set
1 20 forth in the in service to Iowa: public library measures of
1 21 quality publication adopted by the commission of libraries.
1 22 The amount distributed to each eligible public library shall
1 23 be based upon the following:
1 24 (1) The level at which the eligible public library
1 25 complies with the in service to Iowa publication adopted by
1 26 the commission of libraries.
1 27 (2) The number of people residing within an eligible
1 28 library's geographic area and for whom the library was
1 29 established.
1 30 (3) The amount of funding the eligible public library
1 31 received in the previous fiscal year for service to rural
1 32 residents and to contracting communities.
1 33 Moneys received by a public library under this paragraph
1 34 shall supplement, not supplant, local funding.
1 35 b. For purposes of technology development, coordination of
2 1 technology, and resource sharing by the state and regional
2 2 libraries, resulting in equitable access to library resources,
2 3 the sum of six hundred fifty thousand dollars to be used by
2 4 the division of libraries and information services. Moneys
2 5 allocated under this subsection shall also be used to extend
2 6 the availability of statewide on-line databases using the
2 7 Internet and information resources. Moneys allocated to the
2 8 division in this paragraph may be distributed to regional
2 9 libraries.
2 10 c. For purposes of establishing a grant program
2 11 administered by the division, the sum of four hundred fifty
2 12 thousand dollars. The division shall award grants on a
2 13 competitive basis to eligible public libraries that submit to
2 14 the division plans for innovative technologies and services,
2 15 cooperative alliances between libraries, or for physical
2 16 library facilities enhancement. An application submitted
2 17 shall also contain a commitment of at least a dollar-for-
2 18 dollar match of the grant assistance. The division shall
2 19 appoint an advisory committee for purposes of recommending
2 20 priorities and criteria for the awarding of grants under this
2 21 paragraph. The advisory committee shall submit its report and
2 22 recommendations annually to the state librarian and the
2 23 commission of libraries by August 15.
2 24 d. For purposes of administering the enrich Iowa program,
2 25 and assisting eligible public libraries to obtain funding
2 26 under the program, the sum of one hundred thousand dollars.
2 27 3. For purposes of this section, "eligible public library"
2 28 means a public library that meets at least all of the
2 29 following requirements:
2 30 a. Submits to the division of libraries and information
2 31 services all of the following:
2 32 (1) The report provided for under section 256.51,
2 33 subsection 1, paragraph "h".
2 34 (2) An application and report form for accreditation that
2 35 provides evidence of the library's compliance with at least
3 1 one level of the standards established in accordance with
3 2 section 256.51, subsection 1, paragraph "k".
3 3 (3) Any other application or report the division deems
3 4 necessary for the implementation of this program.
3 5 b. Participates in the library resource and information
3 6 sharing programs established by the state library.
3 7 4. By January 15 of each year, the division shall submit a
3 8 program evaluation report to the general assembly and the
3 9 governor detailing the uses and the impacts of funds
3 10 appropriated under this section.
3 11 5. Notwithstanding section 8.33, unencumbered or
3 12 unobligated funds remaining on June 30 of the fiscal year for
3 13 which the funds were appropriated shall not revert but shall
3 14 be available for expenditure for the following fiscal year for
3 15 purposes of this section.
3 16 EXPLANATION
3 17 This bill establishes the enrich Iowa program and makes a
3 18 standing appropriation of $3 million to the department of
3 19 education for allocation to the division of libraries and
3 20 information services for the support of the program.
3 21 The program has four components. The first provides direct
3 22 distribution of $1.8 million to eligible public libraries that
3 23 comply with the division's in service to Iowa publication.
3 24 The amount distributed to a library under the bill can be
3 25 increased based upon compliance, the number of people residing
3 26 within the library's geographic area, and the amount of
3 27 funding the library received in the previous fiscal year for
3 28 service to rural residents and to contracting communities.
3 29 The second component includes an appropriation for $600,000
3 30 for purposes of technology development, coordination of
3 31 technology, resource sharing by the state and regional
3 32 libraries, and to extend the availability of statewide on-line
3 33 databases using the Internet and information resources.
3 34 The third component establishes a grant program for public
3 35 libraries that submit to the division plans for innovative
4 1 technologies and services, cooperative alliances between
4 2 public libraries, or for physical library facilities
4 3 enhancement, and a commitment of $1-for-$1 match of the grant
4 4 assistance. The bill allocates $450,000 for grant awards.
4 5 For purposes of administering the program, the bill
4 6 allocates $100,000 to the division of libraries and
4 7 information services. Unencumbered funds appropriated in the
4 8 bill will not revert at the end of a fiscal year.
4 9 The bill directs the division to submit, by January 15 of
4 10 each year, a program evaluation report to the general assembly
4 11 and the governor detailing the use and the impact of funds
4 12 appropriated.
