1 1 Section 1. NEW SECTION. 154.11 VOLUNTEER EXEMPTION.
1 2 The licensure requirements contained in section 154.3 shall
1 3 not apply if an optometrist possessing a current and valid
1 4 optometrist license issued in another state provides volunteer
1 5 optometric services in this state to a nonprofit organization
1 6 rendering services to the visually impaired. Allegations of
1 7 professional misconduct, malpractice, mental or physical
1 8 impairment, ethical violation, or any practice harmful or
1 9 detrimental to the public, however, shall be subject to review
1 10 by the board of optometry examiners. The board may, in its
1 11 discretion, refer such allegations to the corresponding
1 12 licensing authority in the state in which the volunteer has
1 13 been licensed, or alternatively may enjoin the volunteer from
1 14 providing further volunteer optometric service pursuant to
1 15 section 147.83.
1 16 EXPLANATION
1 17 This bill provides that a licensed optometrist from another
1 18 state providing volunteer services to a nonprofit organization
1 19 serving the visually impaired need not be licensed in this
1 20 state. Allegations of malpractice, misconduct, ethical
1 21 violation, or practices harmful or detrimental to the public
1 22 shall be subject to state board of optometry review. The
1 23 board may, in its discretion, refer such allegations to the
1 24 licensing authority in the volunteer's state of licensure, or
1 25 enjoin the volunteer from providing further volunteer
1 26 optometric services pursuant to section 147.83.
