PAG LIN 1 1 Section 1. NEW SECTION. 260A.1 COMMUNITY COLLEGE 1 2 VOCATIONAL-TECHNICAL TECHNOLOGY IMPROVEMENT APPROPRIATION. 1 3 1. Notwithstanding section 8.57, subsection 5, paragraph 1 4 "c", there is appropriated from the rebuild Iowa 1 5 infrastructure fund established in section 8.57, to the 1 6 department of education for each fiscal year of the fiscal 1 7 period beginning July 1, 1997, and ending June 30, 2001, the 1 8 sum of two million five hundred thousand dollars for the 1 9 community college vocational-technical technology improvement 1 10 program. 1 11 2. Moneys appropriated in subsection 1 shall be allocated 1 12 to each community college by the department of education in a 1 13 proportion that is based upon the number of eligible hours for 1 14 which students are enrolled in credit programs at each 1 15 community college compared to the total number of eligible 1 16 hours for which students are enrolled in credit programs at 1 17 all community colleges. Each community college shall certify 1 18 to the department of education by October 1 and February 1 the 1 19 number of eligible hours for which students are enrolled in 1 20 credit programs at the community college. The state board of 1 21 education shall adopt rules defining "eligible hours" for 1 22 purposes of this section. 1 23 3. For each year in which an appropriation is made to the 1 24 community college vocational-technical technology improvement 1 25 program, the department of education shall notify the 1 26 department of revenue and finance of the amount to be paid to 1 27 each community college based upon the allocation criteria set 1 28 forth for the appropriation pursuant to subsection 2. 1 29 Allocations to each community college under this section shall 1 30 be made in one payment on or about October 15 and one payment 1 31 on or about February 15 of the fiscal year in which the 1 32 appropriation is made, taking into consideration the relative 1 33 budget and cash position of the state resources. 1 34 4. Moneys received by a community college under this 1 35 section shall not be commingled with general state financial 2 1 aid, including financial aid to merged areas in lieu of 2 2 personal property tax replacement payments under section 2 3 427A.13, to merged areas as defined in section 260C.2, and 2 4 including moneys received for vocational education programs in 2 5 accordance with chapters 258 and 260C. Payments made to a 2 6 community college shall be accounted for by the community 2 7 college separately from other state aid payments. Each 2 8 community college shall maintain a separate listing within its 2 9 budget accounting for payments received and expenditures made 2 10 pursuant to this section and section 260A.3. 2 11 5. Moneys received under this section shall supplement, 2 12 not supplant, the moneys each community college budgets for 2 13 technology. A community college shall not be eligible for 2 14 funds under this section unless the community college, without 2 15 including moneys received under this section, maintains the 2 16 same average amount of expenditure for technology per year as 2 17 the community college maintains during the fiscal period 2 18 beginning July 1, 1994, and ending June 30, 1997. 2 19 6. Moneys received under this section shall not be used 2 20 for payment of any collective bargaining agreement or 2 21 arbitrator's decision negotiated or awarded under chapter 20. 2 22 Sec. 2. NEW SECTION. 260A.2 COMMUNITY COLLEGE 2 23 VOCATIONAL-TECHNICAL TECHNOLOGY IMPROVEMENT PLANS. 2 24 Prior to receiving moneys under this chapter, the board of 2 25 directors of a community college shall adopt a technology plan 2 26 that supports community college vocational-technical 2 27 technology improvement efforts, authorizes a needs assessment 2 28 of business and industry in the district, and includes an 2 29 evaluation component, and shall provide to the department of 2 30 education adequate assurance that funds received under this 2 31 chapter will be used in accordance with the technology plan. 2 32 The plan shall be developed by licensed professional staff of 2 33 the community college, including both faculty members and 2 34 school administrators, the private sector, trade and 2 35 professional organizations, and other interested parties, and 3 1 shall, at a minimum, focus on the attainment of the 3 2 vocational-technical skills and achievement goals of the 3 3 student. The plan shall consider the community college's 3 4 interconnectivity with the Iowa communications network, and 3 5 shall demonstrate how, over a four-year period, the board will 3 6 utilize technology to improve vocational-technical student 3 7 achievement. The technology plan shall be kept on file at the 3 8 community college. Progress made under the plan shall be 3 9 reported annually to the department of education in a manner 3 10 prescribed by the department of education. 3 11 Sec. 3. NEW SECTION. 260A.3 COMMUNITY COLLEGE 3 12 VOCATIONAL-TECHNICAL TECHNOLOGY IMPROVEMENT EXPENDITURES. 3 13 A community college shall expend funds received pursuant to 3 14 section 260A.1 for the acquisition, lease, lease-purchase, 3 15 installation, and maintenance of instructional technology 3 16 equipment used in vocational-technical programs, including 3 17 hardware and software, materials and supplies related to 3 18 instructional technology, and faculty development and training 3 19 related to instructional technology, and shall establish 3 20 priorities for the use of the funds. However, funds received 3 21 by a community college pursuant to section 260A.1 shall not be 3 22 expended to add a full-time equivalent position or otherwise 3 23 increase staffing. 3 24 Sec. 4. NEW SECTION. 260A.4 FUTURE REPEAL. 3 25 This chapter is repealed effective July 1, 2001. 3 26 HF 554 3 27 kh/pk/25
