1 1 Section 1. Section 262.9, subsection 24, Code 1997, is
1 2 amended to read as follows:
1 3 24. Develop a policy requiring oral communication
1 4 competence of persons who provide instruction to students
1 5 attending institutions under the control of the board. The
1 6 policy shall include a student evaluation mechanism which
1 7 requires student evaluation of persons providing instruction
1 8 on at least an annual basis. However, the board shall
1 9 establish criteria by which an institution may discontinue
1 10 annual evaluations of a specific person providing instruction.
1 11 The criteria shall include receipt by the institution of two
1 12 consecutive positive annual evaluations from the majority of
1 13 students evaluating the person.
1 14 EXPLANATION
1 15 This bill directs the state board of regents to establish
1 16 criteria by which an institution under its control may
1 17 discontinue annual evaluations of the oral communication
1 18 competence of a specific person providing instruction. The
1 19 criteria shall include receipt by the institution of two
1 20 consecutive positive evaluations from the majority of students
1 21 evaluating the person.
