1 1 Section 1. Section 39.9, Code 1997, is amended by adding
1 2 the following new unnumbered paragraph:
1 3 NEW UNNUMBERED PARAGRAPH. A person shall not be elected
1 4 for a term as secretary of agriculture if the term would
1 5 result in more than a total of three four-year terms as
1 6 secretary of agriculture. If a person is elected or appointed
1 7 to serve a portion of a term to which some other person was
1 8 elected or appointed, the partial term shall not be included
1 9 in the terms of office.
1 10 Sec. 2. This Act takes effect upon ratification of an
1 11 amendment to the Constitution of the State of Iowa limiting to
1 12 three terms persons elected to the offices of governor,
1 13 lieutenant governor, attorney general, secretary of state,
1 14 auditor of state, and treasurer of state, and as members of
1 15 the Iowa senate and limiting to six terms persons elected as
1 16 members of the Iowa house of representatives.
1 17 Sec. 3. This Act applies to terms of office beginning on
1 18 or after January 1 following the effective date of this Act.
1 19 EXPLANATION
1 20 This bill provides that a person elected to the office of
1 21 Iowa secretary of agriculture is limited to no more than three
1 22 terms. Partial terms are not included in the number of terms.
1 23 The bill takes effect upon ratification of an amendment to
1 24 the Iowa Constitution limiting to three terms the terms of the
1 25 governor, lieutenant governor, attorney general, secretary of
1 26 state, auditor of state, treasurer of state, and members of
1 27 the Iowa senate and limiting to six terms the terms of members
1 28 of the Iowa house of representatives. The bill applies to
1 29 terms of office beginning on or after January 1 following the
1 30 effective date of the bill.
