1 1 Section 1. Section 400.17, Code 1997, is amended by adding
1 2 the following new unnumbered paragraph:
1 3 NEW UNNUMBERED PARAGRAPH. A member of a bargaining unit
1 4 composed of fire department personnel of a city who is elected
1 5 or appointed as an officer of a statewide organization or
1 6 local association composed of fire department personnel shall
1 7 be granted leave by the city, in an amount not to exceed
1 8 twenty-four days per calendar year, to perform duties required
1 9 by the organization or association without loss of pay or
1 10 benefits subject to the requirements of this paragraph. The
1 11 member shall not be required to make up hours for time spent
1 12 performing duties required by the organization or association.
1 13 The member shall be required to notify the city of the
1 14 member's election or appointment as an officer in such an
1 15 organization or association and to arrange for a time trade
1 16 with another qualified fire department member.
1 17 Sec. 2. EFFECTIVE DATE. This Act, being deemed of
1 18 immediate importance, takes effect upon enactment.
1 19 EXPLANATION
1 20 This bill provides that a fire department member subject to
1 21 civil service shall be permitted to become an officer of a
1 22 statewide or local organization or association composed of
1 23 fire department personnel without loss of pay or benefits.
1 24 The bill limits to 24 the number of days of leave a fire
1 25 department member can take in a calendar year to perform
1 26 duties as such an officer. The bill requires the member to
1 27 notify the city of the member's election or appointment and to
1 28 arrange with other qualified fire department members to trade
1 29 time to permit the member to perform the duties of the
1 30 member's office. The bill prohibits a city from requiring the
1 31 member to make up work hours based on hours missed working for
1 32 the organization or association.
1 33 This bill takes effect upon enactment.
