1 1 Section 1. Section 147A.4, subsection 2, Code 1997, is
1 2 amended to read as follows:
1 3 2. The department shall adopt rules required or authorized
1 4 by this subchapter pertaining to the examination and
1 5 certification of emergency medical care providers. These
1 6 rules shall include, but need not be limited to, requirements
1 7 concerning prerequisites, training, and experience for
1 8 emergency medical care providers and procedures for
1 9 determining when individuals have met these requirements. The
1 10 department shall adopt rules to recognize the previous EMS
1 11 training and experience of first responders and emergency
1 12 medical technicians to provide for an equitable transition to
1 13 the EMT-basic certification. The department shall adopt rules
1 14 providing that the curriculum and examinations for first
1 15 responders include training for and certification in the
1 16 attachment of neck collars and splints. The department may
1 17 require additional training and examinations as necessary and
1 18 appropriate to ensure that individuals seeking certification
1 19 have met the EMT-basic knowledge and skill requirements. The
1 20 department shall consult with the board concerning these
1 21 rules.
1 22 EXPLANATION
1 23 This bill provides that first responders shall receive
1 24 training and be eligible for certification in the attachment
1 25 of a neck collar or splint. The bill directs the Iowa
1 26 department of public health to adopt rules to facilitate this.
