  1  4 RELATING TO THE QUALIFICATIONS FOR THE SUCCESSFUL
  1  5    COMPLETION OF AN APPROVED HUNTER SAFETY AND ETHICS
  1  6    EDUCATION COURSE.

  1  8 BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF IOWA:
  1  9 
  1 10    Section 1.  Section 483A.27, subsection 1, Code 1997, is
  1 11 amended by striking the subsection and inserting in lieu
  1 12 thereof the following:
  1 13    1.  A person born after January 1, 1967, shall not obtain a
  1 14 hunting license unless the person has satisfactorily completed
  1 15 a hunter safety and ethics education course approved by the
  1 16 commission.  A person who is eleven years of age or more may
  1 17 enroll in an approved hunter safety and ethics education
  1 18 course, but a person who is eleven years of age and who has
  1 19 successfully completed the course shall be issued a
  1 20 certificate of completion which becomes valid on the person's
  1 21 twelfth birthday.  A certificate of completion from an
  1 22 approved hunter safety and ethics education course issued in
  1 23 this state since 1960, by another state, or by a foreign
  1 24 nation, is valid for the requirements of this section.
  1 25    Sec. 2.  Section 483A.27, subsection 2, Code 1997, is
  1 26 amended by striking the subsection and inserting in lieu
  1 27 thereof the following:
  1 28    2.  A certificate of completion shall not be issued to a
  1 29 person who has not satisfactorily completed a minimum of ten
  1 30 hours of training in an approved hunter safety and ethics
  1 31 education course.  The department shall establish the
  1 32 curriculum for the first ten hours of an approved hunter
  1 33 safety and ethics education course offered in this state.
  1 34 Upon completion of the ten-hour curriculum, each person shall
  1 35 pass an individual oral test or a written test provided by the
  2  1 department.  The department shall establish the criteria for
  2  2 successfully passing the tests.  Based on the results of the
  2  3 test and demonstrated safe handling of a firearm, the
  2  4 instructor shall determine the persons who shall be issued a
  2  5 certificate of completion.
