1 1 Section 1. Section 321.34, subsection 15, Code 1997, is
1 2 amended to read as follows:
1 3 15. EX-PRISONER OF WAR SPECIAL PLATES. An owner referred
1 4 to in subsection 12 who was a prisoner of war during the
1 5 Second World War at any time between December 7, 1941, and
1 6 December 31, 1946, the Korean Conflict at any time between
1 7 June 25, 1950, and January 31, 1955, or the Vietnam Conflict
1 8 at any time between August 5, 1964, and June 30, 1973, all
1 9 dates inclusive, may, upon written application to the
1 10 department, order special registration plates with an ex-
1 11 prisoner of war processed emblem with the emblem designed by
1 12 the department in cooperation with the adjutant general which
1 13 emblem signifies that the owner was a prisoner of war as
1 14 described in this subsection. The application is subject to
1 15 approval by the department, in consultation with the adjutant
1 16 general. Notwithstanding the fees provided for in subsection
1 17 12, the special plates are subject to an annual registration
1 18 fee of fifteen dollars and the county treasurer shall validate
1 19 the special plates in the same manner as regular registration
1 20 plates.
1 21 The surviving spouse of a person who was issued special
1 22 plates under this subsection may continue to use the special
1 23 plates subject to registration of the special plates in the
1 24 surviving spouse's name and upon payment of the annual
1 25 registration fee. If the surviving spouse remarries, the
1 26 surviving spouse shall return the special plates to the
1 27 department and the department shall issue regular registration
1 28 plates to the surviving spouse.
1 29 EXPLANATION
1 30 This bill reduces the fee for ex-prisoner of war license
1 31 plates to $15 and provides that county treasurers are to
1 32 validate the plates in the same manner as regular plates.
1 33 Currently, there is a $25 fee in addition to the regular
1 34 registration fee for the plates and a $5 fee is required to
1 35 validate the plates.
