  1  1    Section 1.  NEW SECTION.  216C.12  VIDEOS – CAPTIONING.
  1  2    Public moneys of the state shall not be expended to
  1  3 produce, or contract for the production of, a video for use by
  1  4 the state or an agency of the state without requiring that the
  1  5 video be either open-captioned or closed-captioned for deaf
  1  6 and hard-of-hearing persons.  
  1  7                           EXPLANATION
  1  8    This bill requires that videos for the state that are paid
  1  9 for in part by the state shall be closed-captioned or open-
  1 10 captioned for deaf and hard-of-hearing persons.
