  1  1    Amend Senate File 2415, as amended, passed, and
  1  2 reprinted by the Senate, as follows:
  1  3    #1.  Page 16, by inserting after line 21 the
  1  4 following:
  1  5    "Sec.  __.  Section 315.3, subsection 1, Code 1997,
  1  6 is amended by adding the following new paragraph:
  1  7    NEW PARAGRAPH.  g.  Improving or maintaining
  1  8 highway access to a site where there is an existing or
  1  9 proposed facility used for value-added processing of
  1 10 agricultural commodities, if all of the following can
  1 11 be demonstrated:
  1 12    (1)  The existing highway access cannot support the
  1 13 weight of traffic to the site of the facility.
  1 14    (2)  The improvement or maintenance is necessary
  1 15 for the public health or safety.
  1 16    (3)  The total public and private investment in the
  1 17 facility equals at least two hundred twenty-five
  1 18 thousand dollars for each job created by the facility.
  1 19    (4)  The benefits to the state's economy created by
  1 20 the facility exceeds the amount of moneys expended
  1 21 from the fund under this paragraph "g".
  1 22    The appropriations made pursuant to paragraph "g"
  1 23 shall be derived from the amount for use of counties
  1 24 on secondary road projects as provided in section
  1 25 315.4."
