  1  1    Amend Senate Joint Resolution 2004, as passed by
  1  2 the Senate, as follows:
  1  3    #1.  Page 3, by inserting after line 11 the
  1  4 following:
  1  5    "___.  A local government may file a lawsuit
  1  6 challenging a budget passed by the General Assembly if
  1  7 the budget passed by the General Assembly does not
  1  8 adequately fund obligations of the state as provided
  1  9 by law."
  1 10    #2.  By renumbering as necessary.
