1 1 Amend Senate Joint Resolution 2004, as passed by
1 2 the Senate, as follows:
1 3 #1. Page 3, line 28, by inserting after the word
1 4 "passage" the following: ", except as provided in
1 5 section 4".
1 6 #2. Page 4, by inserting after line 9 the
1 7 following:
1 8 "EXCEPTION TO THREE-FIFTHS MAJORITY REQUIREMENT.
1 9 Sec. 4. The three-fifths majority requirement in
1 10 section 1 does not apply if the surplus in the general
1 11 fund falls or is estimated to fall below an amount
1 12 equal to three percent of the amount of expenditures
1 13 and other financing uses in the fiscal year in which
1 14 the bill is considered for passage. For purposes of
1 15 this section, "surplus" means the cumulative excess of
1 16 revenues and other financing sources over expenditures
1 17 and other financing uses for the general fund of the
1 18 state at the end of the fiscal year."
1 19 #3. Page 4, line 10, by striking the figure "4"
1 20 and inserting the following: "5".
1 21 #4. Page 4, line 11, by striking the figure "3"
1 22 and inserting the following: "4".
1 23 #5. By renumbering as necessary.
