1 2 the Senate, as follows:
1 3 #1. Page 2, line 20, by striking the word "Any"
1 4 and inserting the following: "If the".
1 5 #2. Page 2, line 20, by striking the word "which".
1 6 #3. Page 2, line 22, by inserting after the word
1 7 "year" the following: ", the first one percent of the
1 8 adjusted revenue estimate".
1 9 #4. Page 2, line 23, by inserting after the word
1 10 "year." the following: "Any surplus in excess of
1 11 eleven percent shall be transferred to the rebuild
1 12 Iowa infrastructure fund."
1 13 #5. Page 3, by inserting after line 11 the
1 14 following:
1 15 "___. A rebuild Iowa infrastructure fund is
1 16 created. The fund shall consist of appropriations
1 17 made to the fund and transfers of any surplus in the
1 18 general fund as provided in subsection 5. The fund
1 19 shall be separate from the general fund of the state
1 20 and the balance in the fund shall not be considered
1 21 part of the balance of the general fund of the state.
1 22 Moneys in the infrastructure fund shall not revert
1 23 to any other fund. Interest or earnings on moneys in
1 24 the infrastructure fund shall be credited to the
1 25 infrastructure fund.
1 26 Moneys in the fund in a fiscal year shall be used
1 27 as directed by the general assembly for public
1 28 vertical infrastructure projects. For the purposes of
1 29 this section, "vertical infrastructure" includes only
1 30 land acquisition and construction, major renovation
1 31 and major repair of buildings, all appurtenant
1 32 structures, utilities, site development, and
1 33 recreational trails. "Vertical infrastructure" does
1 34 not include routine, recurring maintenance or
1 35 operational expenses or leasing of a building,
1 36 appurtenant structure, or utility without a lease-
1 37 purchase agreement."
