  1  1    Amend Senate File 2410, as amended, passed, and
  1  2 reprinted by the Senate, as follows:
  1  3    #1.  Page 31, by striking lines 9 through 13 and
  1  4 inserting the following:
  1  5    "b.  (1)  If at any time after September 30, 1998,
  1  6 annualization of a region's current expenditures
  1  7 indicates a region is at risk of exceeding its group
  1  8 foster care expenditure target under section 232.143
  1  9 by more than five percent, the department and juvenile
  1 10 court services shall examine all group foster care
  1 11 placements in that region in order to identify those
  1 12 which might be appropriate for termination.  In
  1 13 addition, any aftercare services believed to be needed
  1 14 for the children whose placements may be terminated
  1 15 shall be identified.  The department and juvenile
  1 16 court services shall initiate action to set
  1 17 dispositional review hearings for the placements
  1 18 identified.  In such a dispositional review hearing,
  1 19 the juvenile court shall determine whether needed
  1 20 aftercare services are available and whether
  1 21 termination of the placement is in the best interest
  1 22 of the child and the community.
  1 23    (2)  The department shall provide quarterly reports
  1 24 to the judicial department, juvenile court services,
  1 25 the legislative fiscal bureau, and decategorization
  1 26 boards on the number of children placed in group
  1 27 foster care and the amount of expenditure for group
  1 28 foster care by county.  The department shall
  1 29 coordinate with the child welfare services work group
  1 30 created in November 1997, by the legislative council
  1 31 and with interested decategorization counties to
  1 32 identify information systems and reports across all
  1 33 services and placements that would support utilization
  1 34 management decisions.  The department shall identify
  1 35 the resources needed to develop and implement such a
  1 36 system and its fiscal benefits, and report to the
  1 37 general assembly by February 1, 1999."
