1 1 Amend Senate File 2410, as amended, passed, and
1 2 reprinted by the Senate, as follows:
1 3 #1. Page 20, by inserting after line 16 the
1 4 following:
1 5 "___. The amount of the appropriation made in this
1 6 section is based on the assumption that the number of
1 7 bed days used in nursing facilities for fiscal year
1 8 1998-1999 will be one percent less than the bed day
1 9 usage assumed for the previous fiscal year. In
1 10 January 1999, the department shall evaluate the actual
1 11 bed day usage for the first six months of the fiscal
1 12 year. If the actual bed day usage during that period
1 13 indicates an actual reduction in usage of more than
1 14 1.10 percent, the department shall assume that the
1 15 rate of reduction experienced for the first six months
1 16 will continue for the remainder of the fiscal year.
1 17 Based on this assumption, the department shall project
1 18 an amount of state medical assistance savings for the
1 19 fiscal year using the amount of reduction in excess of
1 20 1.10 percent. The department of human services shall
1 21 transfer the amount of projected savings from the
1 22 appropriation made in this section to the Iowa
1 23 department of public health appropriation for grants
1 24 to counties for public health nursing, home care
1 25 aide/chore, and senior health programs. The Iowa
1 26 department of public health shall distribute the
1 27 transferred moneys proportionately to counties in the
1 28 form of supplemental grants based upon the individual
1 29 county's existing grants for purposes of public health
1 30 nursing, home care aide/chore, and senior health
1 31 programs."
