  1  3    #1.  Page 27, line 8, by striking the words "The
  1  4 proposal" and inserting the following:  "In developing
  1  5 the proposal, the administrators shall study a single
  1  6 provider rate and reimbursement system.  The findings
  1  7 of the rate and reimbursement system study and the
  1  8 proposal".
