1 1 Amend the amendment, H-8881, to Senate File 2280,
1 2 as amended, passed, and reprinted by the Senate, as
1 3 follows:
1 4 #1. Page 2, by inserting after line 4 the
1 5 following:
1 6 "The funds appropriated in this paragraph shall be
1 7 utilized by the Iowa department of public health to
1 8 establish a competitive grant program to increase the
1 9 availability of public health nurses throughout the
1 10 state, and shall be in addition to funding allocated
1 11 pursuant to existing contracts entered into between
1 12 the department and the local boards of health and
1 13 boards of supervisors. One-half of the funds
1 14 appropriated shall be awarded to county applicants
1 15 with a county population of less than 25,000, and the
1 16 remaining one-half shall be awarded to county
1 17 applicants with a county population of 25,000 or more.
1 18 A county may submit an application to the
1 19 department for a grant to expand the county's existing
1 20 public health nursing program by October 1, 1998, on
1 21 application forms to be developed by the department.
1 22 Grant award criteria shall include the extent to which
1 23 existing allocations to the county have successfully
1 24 been utilized to maintain and expand the public health
1 25 nursing program for elderly and low-income persons,
1 26 the proportion of elderly and low-income persons
1 27 living in the county in relation to the total number
1 28 of elderly and low-income persons living in the state,
1 29 and proposals submitted by the county for expanding
1 30 existing services and programs to meet the particular
1 31 needs of the elderly and low-income persons residing
1 32 within the county. A county receiving a grant award
1 33 may utilize the grant moneys to expand existing
1 34 subcontracts with a nonprofit nurses' association,
1 35 independent nonprofit agency, or other entity to
1 36 provide public health nursing care, or for new
1 37 programs and services as proposed in the grant
1 38 application.
1 39 The department shall submit a report to the general
1 40 assembly by January 1, 2000, regarding the
1 41 effectiveness of the competitive grant program in
1 42 expanding public health nursing care, and containing
1 43 recommendations regarding future utilization or
1 44 expansion of the program."
