PAG LIN 1 1 Amend Senate File 2296, as amended, passed, and 1 2 reprinted by the Senate, as follows: 1 3 #1. Page 16, by inserting before line 25 the 1 4 following: 1 5 "Sec. ___. Section 403.15, subsection 5, Code 1 6 1997, is amended to read as follows: 1 7 5. The mayor or chairperson of the board, as 1 8 applicable, shall designate a chairperson and vice 1 9 chairperson from among the commissioners. An agency 1 10 may employ an executive director, technical experts 1 11 and such other agents and employees, permanent and 1 12 temporary, as it may require, and the agency may 1 13 determine their qualifications, duties and 1 14 compensation. For such legal service as it may 1 15 require, an agency may employ or retain its own 1 16 counsel and legal staff. An agency authorized to 1 17 transact business and exercise powers under this 1 18 chapter shall file, with the local governing body, on 1 19 or before September 30 of each year, a report of its 1 20 activities for the preceding fiscal year, which report 1 21 shall include a complete financial statement setting 1 22 forth its assets, liabilities, income and operating 1 23 expense as of the end of such fiscal year. At the 1 24 time of filing the report, the agency shall publish in 1 25 a newspaper of general circulation in the city or 1 26 county, as applicable, a notice to the effect that 1 27 such report has been filed with the municipality, and 1 28 that the report is available for inspection during 1 29 business hours in the office of the city clerk or 1 30 county auditor, as applicable, and in the office of 1 31 the agency. On or before September 30 of each year, 1 32 an agency shall submit the annual financial report 1 33 prepared pursuant to this section to the department of 1 34 economic development and to the county auditor of the 1 35 county in which the agency is located. In addition to 1 36 the other requirements of this section, the report 1 37 shall list each project within an urban renewal area; 1 38 the amount of loans, advances, indebtedness, or bonds 1 39 which qualified for payment from the special fund for 1 40 each urban renewal project in the preceding fiscal 1 41 year; the total of such amount for each urban renewal 1 42 area located in the municipality; the expiration of 1 43 the urban renewal area, if applicable, or otherwise 1 44 the term of the indebtedness; and the amount of 1 45 incremental assessed valuation in an urban renewal 1 46 area that is subject to the division of taxes in 1 47 section 403.19, subsection 2 and, if available, the 1 48 portion of the incremental value due to new 1 49 construction and the portion due to revaluation. The 1 50 department of economic development, in consultation 2 1 with the legislative fiscal bureau, shall determine 2 2 reporting criteria for reports filed with the 2 3 department pursuant to this subsection." 2 4 #2.
