PAG LIN 1 1 Amend the amendment, H-8616, to Senate File 2366, 1 2 as amended, passed, and reprinted by the Senate, as 1 3 follows: 1 4 #1. Page 22, by inserting after line 50 the 1 5 following: 1 6 "Sec. ___. DEPARTMENT OF EDUCATION STUDY. Subject 1 7 to an appropriation of sufficient funds by the general 1 8 assembly, the director of the department of education 1 9 shall convene a study committee to survey existing 1 10 assessment tools used for measuring career options for 1 11 high school students and identify or develop and 1 12 distribute an assessment tool that measures students' 1 13 unique and general aptitudes and abilities, 1 14 personality characteristics, personal interests, and 1 15 other characteristics which assist students to better 1 16 understand how their individual intellectual, 1 17 emotional, and personality attributes affect career 1 18 pathway options. The assessment tool identified or 1 19 developed in accordance with this section shall be 1 20 age-appropriate for middle and secondary school 1 21 students, including but not limited to at-risk 1 22 students and talented and gifted students. However, 1 23 the assessment tool shall also be capable of 1 24 addressing the lifelong learning needs of Iowa's 1 25 citizens, and the needs of social welfare recipients 1 26 and individuals within the correctional system. The 1 27 assessment tool shall be valid and reliable under 1 28 current educational standards, and aligned with the 1 29 United States secretary of labor's commission on 1 30 achieving necessary skills, and with the guidelines 1 31 published by the national career development 1 32 association and other national validation groups. The 1 33 assessment tool shall also reflect the current range 1 34 of career choices in the marketplace, with provision 1 35 made for updating or adapting the assessment tool to 1 36 meet the needs of a changing marketplace. In 1 37 addition, the assessment tool shall provide the 1 38 student with a basis for a portfolio and planning 1 39 guide for a variety of career options. 1 40 The director of education shall appoint members to 1 41 the committee that represent business and industry, 1 42 labor organizations, school-to-work programs, the 1 43 council on human investment, the department of 1 44 education, the vocational rehabilitation services 1 45 division, the institute for physical research and 1 46 technology, the department of economic development, 1 47 the department of workforce development, and the 1 48 institutions of higher learning under the control of 1 49 the state board of regents. The director shall serve 1 50 as chairperson of the committee. 2 1 By January 1, 1999, the department shall provide 2 2 the assessment tools to public school districts upon 2 3 receiving a written request." 2 4 #2.
