  1  1    Amend the amendment, H-8455, to Senate File 2406,
  1  2 as amended, passed, and reprinted by the Senate, as
  1  3 follows:
  1  4    #1.  Page 1, by inserting after line 4 the
  1  5 following:
  1  6    "Sec. ___.  PURPOSE.  The purpose of this Act is to
  1  7 create a partnership between communities and state
  1  8 government to improve the well-being of families with
  1  9 young children.  In addition, the purpose of this Act
  1 10 is to reduce duplicative bureaucratic requirements
  1 11 that are barriers to community efforts to improve the
  1 12 efficiency and effectiveness of local education,
  1 13 health, and human services programs."
  1 14    #2.  Page 3, line 15, by inserting after the word
  1 15 "bodies," the following:  "for eliminating
  1 16 bureaucratic duplication,".
  1 17    #3.  Page 3, by inserting after line 33 the
  1 18 following:
  1 19    "d.  Consolidating community-level committees,
  1 20 planning groups, and other bodies with common
  1 21 memberships formed in response to state requirements."
  1 22    #4.  Page 3, line 48, by inserting after the word
  1 23 "process." the following:  "The rules shall include
  1 24 but are not limited to the following:
  1 25    a.  The core indicators of performance for the
  1 26 school ready grant program, as described in section
  1 27 7I.7.
  1 28    b.  Minimum standards to further the provision of
  1 29 equal access to services subject to the authority of
  1 30 community boards."
  1 31    #5.  Page 4, line 10, by inserting after the word
  1 32 "sources." the following:  "The initial focus of the
  1 33 purpose is to improve results for families with young
  1 34 children."
  1 35    #6.  Page 4, line 41, by inserting after the word
  1 36 "subsection." the following:  "Terms of office of
  1 37 community board members shall be three years."
  1 38    #7.  Page 5, by inserting after line 10 the
  1 39 following:
  1 40    "___.  A private community-based organization."
  1 41    #8.  Page 8, line 2, by inserting after the word
  1 42 "report" the following:  "and the Iowa board's
  1 43 determination that the community board is measuring
  1 44 through the use of performance indicators progress
  1 45 toward and is achieving the desired results identified
  1 46 in the grant plan.  If progress is not measured
  1 47 through the use of performance indicators toward
  1 48 achieving the identified results, the Iowa board may
  1 49 request a plan of corrective action or may withdraw
  1 50 grant funding".
  2  1    #9.  Page 8, by striking line 14, and inserting the
  2  2 following:  "among public or private education, human
  2  3 services, or health".
  2  4    #10.  Page 10, by striking lines 44 through 50 and
  2  5 inserting the following:  "zone, one or more school
  2  6 districts, or a decategorization project, the initial
  2  7 community empowerment board shall be the innovation
  2  8 zone board, representatives of the school board or
  2  9 boards, or the decategorization governing board, as
  2 10 determined to be appropriate by the Iowa empowerment
  2 11 board.  In addition to any members of the innovation
  2 12 zone board, representatives of the school board or
  2 13 boards, or decategorization governance board, the
  2 14 initial community empowerment board shall include at
  2 15 a".
  2 16    #11.  By renumbering as necessary.
