1 2 #1. Page 12, by inserting after line 6 the
1 3 following:
1 4 "It is the intent of the general assembly that as a
1 5 condition of receiving the appropriation provided in
1 6 this subsection, the department of corrections shall
1 7 not enter into a lease or contractual agreement
1 8 pursuant to section 904.809 with a private corporation
1 9 for the use of building space for the purpose of
1 10 providing inmate employment without providing, if the
1 11 property is totally or partially exempt from property
1 12 taxation, that the terms of the lease or contract
1 13 shall require the private corporation to make payments
1 14 in lieu of property taxes to the applicable local
1 15 government in an amount determined by the department
1 16 based upon criteria which shall include, but is not
1 17 limited to, the investment amount required of the
1 18 private corporation to use the building space, up to a
1 19 maximum amount which is equal to the amount of tax
1 20 moneys that would be collected for that local
1 21 government if the property was not exempt."
