1 4 "It is the intent of the general assembly that as a
1 5 condition of receiving the appropriation provided in
1 6 this subsection, the department of corrections shall
1 7 not enter into a lease or contractual agreement
1 8 pursuant to section 904.809 with a private corporation
1 9 for the use of building space unless the lease or
1 10 contract includes provisions detailing what city
1 11 services will be necessary to support the use of the
1 12 building space used for inmate labor and an estimate
1 13 of the extent of city services needed."
