  1  1    Amend the amendment, H-8616, to Senate File 2366,
  1  2 as amended, passed, and reprinted by the Senate, as
  1  3 follows:
  1  4    #1.  Page 1, by striking lines 11 through 28.
  1  5    #2.  By striking page 1, line 36 through page 7,
  1  6 line 7 and inserting the following:
  1  7    "___.  For support of public school district
  1  8 improvements in educational practices and programs for
  1  9 students enrolled in grades four through 12:  
  1 10 .................................................. $  5,585,000
  1 11    a.  From the moneys appropriated in this
  1 12 subsection, the amount of moneys allocated to school
  1 13 districts shall be in the proportion that the basic
  1 14 enrollment of a district bears to the sum of the basic
  1 15 enrollments of all school districts in the state for
  1 16 the budget year.
  1 17    b.  The department of education shall notify the
  1 18 department of revenue and finance of the amount to be
  1 19 paid to each school district based upon the
  1 20 distribution plan set forth for the appropriation made
  1 21 pursuant to this subsection.  The allocation to each
  1 22 school district under this subsection shall be made in
  1 23 one payment on or about October 15 of the fiscal year,
  1 24 taking into consideration the relative budget and cash
  1 25 position of the state resources.  However, a district
  1 26 shall not receive less than seven thousand five
  1 27 hundred dollars.
  1 28    c.  Moneys received under this subsection shall not
  1 29 be commingled with state aid payments made under
  1 30 section 257.16 to a school district and shall be
  1 31 accounted for by the local school district separately
  1 32 from state aid payments.
  1 33    ___.  Payments made to school districts under this
  1 34 subsection are miscellaneous income for purposes of
  1 35 chapter 257 or are considered encumbered.  Each local
  1 36 school district shall maintain a separate listing
  1 37 within the district's budget for payments received and
  1 38 expenditures made pursuant to this subsection.
  1 39    ___.  Moneys received under this subsection shall
  1 40 not be used for payment of any collective bargaining
  1 41 agreement or arbitrator's decision negotiated or
  1 42 awarded under chapter 20."
