PAG LIN 1 1 Amend the amendment, H-8616, to Senate File 2366, 1 2 as amended, passed, and reprinted by the Senate, as 1 3 follows: 1 4 #1. Page 2, by inserting after line 12 the 1 5 following: 1 6 "Sec. 101. Section 256.16, Code 1997, is amended 1 7 to read as follows: 1 8 256.16 SPECIFIC CRITERIA FORTEACHERPRACTITIONER 1 9 PREPARATIONAND CERTAIN EDUCATORS. 1 10 1. Pursuant to section 256.7, subsection 5, the 1 11 state board shall adopt rules requiring all higher 1 12 education institutions providing practitioner 1 13 preparation toinclude in the professional education1 14program, preparationdemonstrate that each student who 1 15 graduates from the practitioner preparation program 1 16 successfully completed the following: 1 17 a. Preparation that contributes to education of 1 18 students with disabilities and students who are gifted 1 19 and talented, which must be successfully completed1 20before graduation from the practitioner preparation1 21program. 1 22 b. Preparation for recognizing at-risk students, 1 23 and for understanding and ameliorating the behavior of 1 24 at-risk students. For purposes of this section, "at- 1 25 risk students" shall include students who are "at- 1 26 risk" as defined under administrative rules adopted by 1 27 the state board of education, or who are at risk of 1 28 becoming a substance abuser, or who have been 1 29 identified as a substance abuser. 1 30 c. Preparation for accelerating the achievement of 1 31 students through the use of learning techniques that 1 32 shall include, but are not limited to, reading 1 33 instruction in phonics. 1 34 2. A person initially applying for a license shall 1 35 successfully complete a professional education program 1 36 containing the subject matter specified in this 1 37 section, before the initial action by the board of 1 38 educational examiners takes place. 1 39 #2. Page 23, by inserting after line 25 the 1 40 following: 1 41 "Sec. ___. EFFECTIVE DATE.
