PAG LIN 1 1 Amend the amendment, H-8616, to Senate File 2366, 1 2 as amended, passed, and reprinted by the Senate, as 1 3 follows: 1 4 #1. Page 14, line 28, by inserting after the word 1 5 "section" the following: "and section 285.17. One- 1 6 half of the amount appropriated under this subsection 1 7 shall be used for purposes of this section and the 1 8 remaining half shall be used for purposes of providing 1 9 transportation assistance to public school districts 1 10 as provided in section 285.17". 1 11 #2. Page 21, by inserting after line 4 the 1 12 following: 1 13 "Sec. . NEW SECTION. 285.17 TRANSPORTATION 1 14 ASSISTANCE AID TO DISTRICTS. 1 15 1. Subject to an appropriation of sufficient funds 1 16 by the general assembly, the department shall pay 1 17 transportation assistance aid to school districts 1 18 whose average transportation costs per pupil exceed 1 19 one hundred twenty-five percent of the state average 1 20 transportation costs per pupil determined under 1 21 subsection 2. 1 22 2. A district's average transportation costs per 1 23 pupil shall be determined by dividing the district's 1 24 actual cost for all children transported in all school 1 25 buses for a school year pursuant to section 285.8, by 1 26 the district's actual enrollment for the school year, 1 27 as defined in section 257.6. The state average 1 28 transportation costs per pupil shall be determined by 1 29 dividing the total actual costs for all children 1 30 transported in all districts for a school year, by the 1 31 total of all districts' actual enrollments for the 1 32 school year. 1 33 3. A school district shall annually certify its 1 34 actual cost for all children transported in all school 1 35 buses by July 15 after each school year on forms 1 36 prescribed by the department of education. 1 37 4. If a school district's average transportation 1 38 costs per pupil are greater than one hundred twenty- 1 39 five percent of the state average transportation costs 1 40 per pupil, the department of education shall pay 1 41 transportation assistance aid equal to the amount of 1 42 the difference multiplied by the district's actual 1 43 enrollment for the school year. However, if the funds 1 44 appropriated for purposes of this section are 1 45 insufficient to pay transportation assistance aid as 1 46 provided in this section, the payments to school 1 47 districts determined by the department of education to 1 48 be eligible for transportation assistance as provided 1 49 in this section shall be prorated such that each 1 50 school district eligible for assistance aid under this 2 1 section shall receive an amount of transportation 2 2 assistance aid equal to the percentage that the 2 3 transportation assistance aid to be provided to the 2 4 district bears to the total amount of transportation 2 5 assistance aid to be provided to all school districts 2 6 determined by the department of education to be 2 7 eligible for transportation assistance aid in 2 8 accordance with this section. 2 9 5. Transportation assistance aid received by a 2 10 school district pursuant to this section is 2 11 miscellaneous income for purposes of chapter 257." 2 12 #3.
