  1  1    Amend House File 2005 as follows:
  1  2    #1.  By striking everything after the enacting
  1  3 clause and inserting the following:
  1  4    "Section 1.  NEW SECTION.  368.25  CITY SERVICES
  1  5 FOR ANNEXED TERRITORY.
  1  6    If a city fails to provide city services to the
  1  7 territory involuntarily annexed within ten years after
  1  8 the annexation procedures are completed, persons
  1  9 residing within the annexed territory may file a
  1 10 petition for severance with the city development board
  1 11 pursuant to section 368.11."
  1 12    #2.  Title page, by striking lines 1 and 2 and
  1 13 inserting the following:  "An Act relating to
  1 14 severance of territory from a city."
