1 7 NEW UNNUMBERED PARAGRAPH. A person having control
1 8 over a hazardous substance shall not be held strictly
1 9 liable to the state or its political subdivisions
1 10 unless the cleanup costs are first approved by the
1 11 state fire marshal."
