  1  2    #1.  Page 20, by inserting after line 21 the
  1  3 following:
  1  4    "___.  The department shall not issue a permit for
  1  5 the construction of an animal feeding operation
  1  6 structure which is part of a confinement feeding
  1  7 operation, unless the structure complies with a model
  1  8 for the siting of animal feeding structures which
  1  9 shall be developed by Iowa state university in
  1 10 cooperation with the department."
