1 1 Amend House File 2494 as follows:
1 2 #1. Page 21, by inserting after line 23 the
1 3 following:
1 4 "___. The county board of supervisors shall notify
1 5 the department that it approves or disapproves the
1 6 application within twenty days from that date that the
1 7 application was delivered to the board according to
1 8 procedures adopted by the department. The board's
1 9 consideration of the application shall be limited to
1 10 the appropriateness of the site of the proposed
1 11 confinement feeding operation. The county shall
1 12 consider the location where the construction is
1 13 proposed, including the suitability of the soils and
1 14 the hydrology of the site, the population density of
1 15 the area, the character of residential development in
1 16 the area, and factors related to land use planning.
1 17 The department shall not reverse a decision by the
1 18 board to approve or disapprove an application based on
1 19 the appropriateness of the site as provided in this
1 20 paragraph."
1 21 #2. By striking page 22, line 17, through page 23,
1 22 line 7.
