1 5 "DIVISION
1 6 Sec. . VALUE-ADDED PRODUCTION ASSISTANCE.
1 7 1. It is the intent of the general assembly to
1 8 support the creation of an ag-initiative 2000
1 9 subaccount in the community economic betterment
1 10 program account as provided in and for the purposes
1 11 stated in the Senate amendment, H-1975, to House File
1 12 731. As evidence of this support, the general
1 13 assembly directs the department of economic
1 14 development to use resources under existing financial
1 15 assistance programs to support the organization of
1 16 innovative ownership and management entities involving
1 17 valued-added agricultural processes. The department
1 18 shall explore all capital assistance opportunities and
1 19 may consider proposals from and negotiate with
1 20 potential entities.
1 21 2. The legislative council shall create a four-
1 22 member task force consisting of one senator of each
1 23 party and one representative of each party designated
1 24 by their respective leadership which shall assist the
1 25 department of economic development and the office of
1 26 the governor in any negotiations.
1 27 3. Proposals developed in conjunction with the
1 28 department, the governor, and the task force for
1 29 providing capital incentives or capital assistance
1 30 presently not available shall be presented to the
1 31 general assembly for its approval.
1 32 4. The department of economic development shall
1 33 report to the task force and the office of the
1 34 governor on its activities pursuant to this section."
