1 5 "Sec. . NEW SECTION. 455B.203A MANURE PLAN
1 6 MANAGEMENT CERTIFICATION – TRAINING PROGRAM.
1 7 1. The department shall establish and administer a
1 8 program to certify persons as manure plan managers, if
1 9 the persons are involved in the management or
1 10 application of manure originating from an animal
1 11 feeding operation structure constructed pursuant to a
1 12 permit approved under section 455B.173. A manure plan
1 13 manager shall be trained to carry out the terms and
1 14 conditions of a manure management plan as provided in
1 15 section 455B.204.
1 16 2. In order to be certified, a person must
1 17 complete not less than four hours of training in the
1 18 administration of the terms and conditions of the
1 19 manure management plans.
1 20 3. A certification shall expire five years
1 21 following the date that the person was last certified.
1 22 In order to be recertified, the person must complete
1 23 four additional hours of training as provided in this
1 24 section.
1 25 4. Iowa state university shall develop and
1 26 administer the training program in cooperation with
1 27 qualified persons approved by the department. The
1 28 training shall be conducted by Iowa state university
1 29 or a qualified person approved by the department. To
1 30 every extent possible, training courses shall be
1 31 offered in each county. The state is not required to
1 32 compensate persons selected to provide training. A
1 33 certification fee of ten dollars shall be paid to the
1 34 department. The department shall collect and use the
1 35 fees for purposes of supporting the training of manure
1 36 plan managers. Notwithstanding section 8.33, on
1 37 August 31 following the close of each fiscal year, all
1 38 unencumbered or unobligated moneys from fees shall be
1 39 deposited in the organic nutrient management fund as
1 40 created in section 161C.5."
