  1  1    Amend Senate File 177, as amended, passed, and
  1  2 reprinted by the Senate, as follows:
  1  3    #1.  Page 1, by inserting before line 1 the
  1  4 following:
  1  5    "Section 1.  NEW SECTION.  321.178A  DRIVER
  1  6 EDUCATION – TEACHING PARENT.
  1  7    1.  TEACHING PARENT QUALIFICATIONS.  As an
  1  8 alternative to section 321.178, a teaching parent may
  1  9 instruct a student in driver's education courses.  To
  1 10 qualify as a teaching parent, the parent or guardian
  1 11 must hold a teaching certificate at the secondary
  1 12 level and a valid certificate to teach driver's
  1 13 education or comply with the definition of a teaching
  1 14 parent in this section and provide certified evidence
  1 15 that the requirements under this section have been
  1 16 met.
  1 17    2.  DEFINITIONS.  For purposes of this section:
  1 18    a.  "Student" means a person within the custody and
  1 19 control of the teaching parent, who is between the
  1 20 ages of fourteen and twenty-one years of age and who
  1 21 satisfies preliminary licensing requirements of the
  1 22 department.
  1 23    b.  "Teaching parent" means a person who is the
  1 24 parent or guardian of a student who holds a current
  1 25 valid Iowa license to operate a motor vehicle and who
  1 26 elects to engage in instruction of the student.
  1 27    3.  COURSE OF INSTRUCTION.  A driver education
  1 28 course administered by a teaching parent shall consist
  1 29 at a minimum of the following:
  1 30    a.  Thirty clock hours of classroom instruction.
  1 31    b.  Fifty hours of street or highway driving.
  1 32    c.  Four hours of classroom instruction concerning
  1 33 substance abuse.
  1 34    The content of the course of instruction required
  1 35 under this subsection shall be equivalent to that
  1 36 required under section 321.178.  However, the course
  1 37 requirements, reference and study materials, manuals,
  1 38 study aids, workbooks, physical requirements,
  1 39 classroom dimensions, type of chalkboards, extra
  1 40 vehicle safety equipment, extra foot brake, cut-off
  1 41 switches, and extra mirrors required for instruction
  1 42 under section 321.178 shall not be required for the
  1 43 course of instruction provided under this section.
  1 44    4.  COURSE COMPLETION AND CERTIFICATION.  Upon
  1 45 completion of a course under this section, the
  1 46 teaching parent shall document or provide evidence
  1 47 showing substantial statutory compliance with the
  1 48 requirements of subsection 3 and certify by affidavit
  1 49 to the department of education that the course has
  1 50 been completed.  Documentation shall include the
  2  1 following:
  2  2    a.  An affidavit attesting to satisfactory
  2  3 completion of course work and laboratory experience.
  2  4    b.  A listing of subjects presented in classroom
  2  5 training.
  2  6    c.  Copies of written tests completed by the
  2  7 student.
  2  8    d.  A statement of the number of classroom hours of
  2  9 instruction.
  2 10    e.  A log of street and highway instruction
  2 11 including the date when the lessons were conducted,
  2 12 the student's and the parent's name and initials noted
  2 13 next to each entry, notes on driving activities,
  2 14 including a list of driving deficiencies and
  2 15 improvements, and the duration of the driving time for
  2 16 each session.  If the department of education is
  2 17 satisfied that the course has been completed in
  2 18 accordance with this section, the department shall
  2 19 certify it as an approved driver's education course.
  2 20    5.  DRIVER'S LICENSE.  Any student who successfully
  2 21 completes an approved driver education course as
  2 22 provided in this section shall be eligible for a
  2 23 driver's license at the age of sixteen years upon
  2 24 completion of a driving skills test administered
  2 25 pursuant to section 321.186 or by an individual
  2 26 certified by the department of education to teach
  2 27 driver education."
