1 3 #1. Page 5, by inserting after line 35 the
1 4 following:
1 5 "Sec. ___. It is the intent of the general
1 6 assembly that the Iowa telecommunications and
1 7 technology commission, local exchange carriers in this
1 8 state, long distance carriers providing
1 9 telecommunications services in this state, internet
1 10 service providers, and the Iowa utilities board
1 11 establish a partnership to develop and establish a
1 12 plan to provide nontoll dial-up internet access to
1 13 areas of the state which currently are not served by
1 14 an internet provider offering such nontoll access.
1 15 The commission shall initiate and coordinate the
1 16 establishment of the partnership and provide staffing
1 17 assistance to the partnership. The commission shall
1 18 provide a written report, approved by all members of
1 19 the partnership, to the general assembly no later than
1 20 January 1, 1998."
