1 7 "Sec. . Section 17A.8, subsection 9, Code 1997,
1 8 is amended to read as follows:
1 9 9. Upon a vote of two-thirds of its members, the
1 10 administrative rules review committee may delay the
1 11 effective date of a rule until the adjournment of the
1 12 next regular session of the general assembly. The
1 13 committee shall refer a rule whose effective date has
1 14 been delayed to the speaker of the house of
1 15 representatives and the president of the senate who
1 16 shall refer the rule to the appropriate standing
1 17 committees of the general assembly. A standing
1 18 committee shall review a rule within twenty-one days
1 19 after the rule is referred to the committee by the
1 20 speaker of the house of representatives or the
1 21 president of the senate and shall take formal
1 22 committee action by sponsoring a joint resolution to
1 23 disapprove the rule, by proposing legislation relating
1 24 to the rule, or by refusing to propose a joint
1 25 resolution or legislation concerning the rule. The
1 26 standing committee shall inform the administrative
1 27 rules review committee of the committee action taken
1 28 concerning the rule. If the general assembly has not
1 29 disapproved of the rule by a joint resolution, the
1 30 rule shall become effective. The speaker of the house
1 31 of representatives and the president of the senate
1 32 shall notify the administrative code editor of the
1 33 final disposition of each rule delayed pursuant to
1 34 this subsection. If a rule is disapproved, it shall
1 35 not become effective and the agency shall rescind the
1 36 rule. This section shall not apply to rules made
1 37 effective under section 17A.5, subsection 2, paragraph
1 38 "b".""
