  1  1    Amend House File 681 as follows:
  1  2    #1.  Page 3, by inserting after line 11 the
  1  3 following:
  1  4    "Sec.    .  NEW SECTION.  455H.3A  SCOPE.
  1  5    Notwithstanding any other provision of this
  1  6 chapter, the privileges and immunities conferred by
  1  7 this chapter shall not apply in a civil or criminal
  1  8 action against an owner or operator for penalties for
  1  9 discharge of a pollutant which resulted in violation
  1 10 of water quality standards applicable to a surface
  1 11 water body or resulted in contamination of
  1 12 groundwater."
  1 13    #2.  By renumbering as necessary.
