  1  1    Amend House File 392 as follows:
  1  2    #1.  Page 1, line 14, by inserting after the figure
  1  3 "2." the following:  "a."
  1  4    #2.  Page 1, by inserting after line 24 the
  1  5 following:
  1  6    "b.  If at any time before the date fixed for
  1  7 implementing an extension of the surcharge pursuant to
  1  8 this subsection, a petition is filed with the county
  1  9 auditor in the manner provided by section 331.306 and
  1 10 signed by eligible electors in the E911 service area
  1 11 equal in number to at least ten percent of the votes
  1 12 cast in the E911 service area for the office of
  1 13 president of the United States or governor at the
  1 14 preceding general election, asking that the question
  1 15 of extending the surcharge be submitted to the
  1 16 registered voters of the E911 service area, the board
  1 17 shall either by resolution declare the proposal to
  1 18 extend the surcharge to have been abandoned or shall
  1 19 direct the county commissioner of elections to call a
  1 20 special election upon the question of extending the
  1 21 surcharge.  Notice of the election and its conduct
  1 22 shall be substantially in the manner provided in
  1 23 section 331.442, subsections 2, 3 and 4.
  1 24    c.  If a petition is not filed, or if a petition is
  1 25 filed and the proposition of extending the surcharge
  1 26 is approved at an election pursuant to paragraph "b",
  1 27 the board may proceed with the extension of the
  1 28 surcharge."
