  1  1    Amend House File 504 as follows:
  1  2    #1.  Page 12, by inserting after line 14 the
  1  3 following:
  1  4    "Any fee provided in this section which represents
  1  5 an increase over the fee levels in existence prior to
  1  6 the effective date of this Act shall be subject to a
  1  7 five-year phase-in procedure.  Each year following the
  1  8 effective date of this Act, the fees shall be
  1  9 increased by twenty percent of the total amount of the
  1 10 fee increase so that after the fifth annual increase
  1 11 the level provided for in this section shall have been
  1 12 reached."
