1 1 Section 1. NEW SECTION. 260C.74 CHLOROFLUOROCARBON FREON
1 2 CERTIFICATION CLASS AND EXAMINATION.
1 3 Each community college, as defined in section 260C.2, shall
1 4 offer not less frequently than once every calendar month to
1 5 farmers, a certification class and examination relating to the
1 6 chlorofluorocarbon freon and the servicing of motor vehicle
1 7 air conditioners, the successful completion of which
1 8 authorizes a person to purchase the chlorofluorocarbon freon
1 9 under 42 U.S.C. } 7671h. A farmer, for the purposes of this
1 10 section, is a person who files schedule F as part of the
1 11 individual's annual form 1040 or 1041 filing with the United
1 12 States internal revenue service. The department and the Iowa
1 13 cooperative extension service at Iowa state university shall
1 14 assist the community colleges in administering the
1 15 certification class and examination.
1 16 EXPLANATION
1 17 Federal law at 42 U.S.C. } 7671h provides that a person may
1 18 purchase the chlorofluorocarbon freon only if the person has
1 19 successfully completed a certification class and examination
1 20 relating to the chlorofluorocarbon freon and the servicing of
1 21 motor vehicle air conditioners.
1 22 This bill provides that a certification class and
1 23 examination relating to the chlorofluorocarbon freon and the
1 24 servicing of motor vehicle air conditioners shall be offered
1 25 to farmers at each community college not less frequently than
1 26 once every calendar month. A farmer, for the purposes of the
1 27 bill, is a person who files schedule F, indicating income
1 28 derived from farming, as part of the individual's annual form
1 29 1040 or 1041 filing with the United States internal revenue
1 30 service. The bill provides that the department of agriculture
1 31 and land stewardship and the Iowa cooperative extension
1 32 service at Iowa state university shall assist the community
1 33 colleges in administering the certification class and
1 34 examination.
