1 1 Section 1. NEW SECTION. 295.1 LEGISLATIVE FINDINGS AND
1 2 INTENT.
1 3 The general assembly finds that it is in the public
1 4 interest to develop and equitably fund instructional
1 5 technology within the public schools of this state to ensure
1 6 that school students, teachers, and administrators are
1 7 equipped and prepared to excel in the twenty-first century.
1 8 Toward that goal, it is the intent of this chapter to
1 9 establish and fund a school improvement technology program.
1 10 Sec. 2. NEW SECTION. 295.2 SCHOOL IMPROVEMENT TECHNOLOGY
1 11 APPROPRIATION.
1 12 1. There is appropriated from the general fund of the
1 13 state to the department of education for the indicated fiscal
1 14 years for purposes of the school improvement technology
1 15 program, the following amounts:
1 16 a. For the fiscal year beginning July 1, 1996, and ending
1 17 June 30, 1997, the sum of fifteen million dollars.
1 18 b. For the fiscal year beginning July 1, 1997, and ending
1 19 June 30, 1998, the sum of thirty million dollars.
1 20 c. For the fiscal year beginning July 1, 1998, and ending
1 21 June 30, 1999, the sum of forty-five million dollars.
1 22 d. For the fiscal year beginning July 1, 1999, and each
1 23 succeeding year the sum of sixty million dollars.
1 24 2. From the moneys appropriated in subsection 1 other than
1 25 the moneys allocated in subsection 3, for the fiscal year
1 26 beginning July 1, 1996, and each succeeding year, the amount
1 27 of moneys allocated to school districts shall be in the
1 28 proportion that the basic enrollment of a district bears to
1 29 the sum of the basic enrollment of all districts in the state
1 30 for the budget year. However, a district shall not receive
1 31 less than fifteen thousand dollars in a fiscal year.
1 32 3. For each year in which an appropriation is made to the
1 33 school improvement technology program, the department of
1 34 education shall notify the department of revenue and finance
1 35 of the amount to be paid to each school district based upon
2 1 the distribution plan set forth for the appropriation made
2 2 pursuant to this section. The allocation to each school
2 3 district under this section shall be made in one payment on or
2 4 about October 15 of the fiscal year in which the appropriation
2 5 is made, taking into consideration the relative budget and
2 6 cash position of the state resources. Prior to the receipt of
2 7 funds, school districts shall provide to the department of
2 8 education adequate assurance that they have developed or are
2 9 developing a technology plan as required by section 295.3 and
2 10 that funds received under this section will be used in
2 11 accordance with the required technology plan.
2 12 4. Moneys received under this section shall not be
2 13 commingled with state aid payments made under section 257.16
2 14 to a school district and shall be accounted for by the local
2 15 school district separately from state aid payments.
2 16 5. Payments made to school districts under this section
2 17 are miscellaneous income for purposes of chapter 257. Each
2 18 local school district shall maintain a separate listing within
2 19 its budget for payments received and expenditures made
2 20 pursuant to this section.
2 21 Sec. 3. NEW SECTION. 295.3 SCHOOL IMPROVEMENT TECHNOLOGY
2 22 PLANNING.
2 23 1. The board of directors of a school district shall
2 24 develop a technology plan that supports school improvement
2 25 technology efforts and includes an evaluation component. The
2 26 plan shall focus on the attainment of student achievement
2 27 goals under sections 280.12 and 280.18 and shall demonstrate
2 28 how, over a four-year period, the board will utilize
2 29 technology to improve student achievement. Technology plans
2 30 shall be kept on file in the district and a copy sent to the
2 31 appropriate area education agency.
2 32 2. Each area education agency shall develop a plan to
2 33 assist school districts in the development of a technology
2 34 planning process to meet the purposes of this chapter. The
2 35 plan shall describe how the area education agency intends to
3 1 support school districts with instructional technology staff
3 2 development and training. Each area education agency shall
3 3 annually submit its plan to the department of education by
3 4 July 15. The department of education, in collaboration with
3 5 the area education agencies, shall develop specification
3 6 requirements for staff development and training and technology
3 7 planning assistance to be provided by the area education
3 8 agencies pursuant to this section.
3 9 Sec. 4. NEW SECTION. 295.4 SCHOOL IMPROVEMENT AND
3 10 TECHNOLOGY EXPENDITURES.
3 11 Funds received by a school district pursuant to section
3 12 295.2 shall be expended for the acquisition, installation, and
3 13 maintenance of instructional technology equipment, including
3 14 hardware and software, materials and supplies related to
3 15 instructional technology, and staff development and training.
3 16 Priorities for the use of the funds shall be made by the
3 17 school district. A school district may select a provider
3 18 other than an area education agency for staff development and
3 19 training.
3 20 EXPLANATION
3 21 This bill establishes a school improvement technology
3 22 program and appropriates $150 million over a four-year period
3 23 and $60 million annually for succeeding fiscal years for the
3 24 purposes of the program.
3 25 The funds, $15 million for fiscal year 1996-1997, $30
3 26 million for fiscal year 1997-1998, $45 million for fiscal year
3 27 1998-1999, and $60 million for fiscal year 1999-2000 and each
3 28 succeeding fiscal year, are appropriated to the department of
3 29 education for allocation to school districts. The funds are
3 30 to be used by the districts to acquire, install, and maintain
3 31 instructional technology equipment, which the bill defines as
3 32 including hardware and software, materials and related
3 33 supplies, and staff development and training. Each district
3 34 determines its own priorities for the funds, and may select a
3 35 provider other than an area education agency for staff
4 1 development and training.
4 2 The board of directors of a school district is required to
4 3 develop a technology plan that supports school improvement
4 4 efforts, focuses on the attainment of student achievement
4 5 goals, and demonstrates how technology will be used to improve
4 6 student achievement and includes an evaluation component.
4 7 Area education agencies are required to support districts with
4 8 technology planning. The district is to keep a copy on file
4 9 and send a copy to its area education agency.
4 10 Each area education agency is also required to develop a
4 11 plan to assist school districts in the development of their
4 12 plans and to describe how the area education agency will
4 13 support school districts with instructional technology staff
4 14 development and training. The plans must be submitted
4 15 annually to the department by July 15.
4 16 The bill requires the department of education, in
4 17 collaboration with the area education agencies, to develop
4 18 specifications for staff development and training and
4 19 technology planning assistance.
