  1  1    Section 1.  Section 99D.7, subsection 18, Code Supplement
  1  2 1995, is amended to read as follows:
  1  3    18.  To revoke or suspend licenses and impose fines not to
  1  4 exceed one thousand dollars.
  1  5    Sec. 2.  Section 99D.25A, subsection 2, Code 1995, is
  1  6 amended to read as follows:
  1  7    2.  Phenylbutazone shall not be administered to a horse in
  1  8 dosages which would result in concentrations of more than two
  1  9 point two micrograms of the substance or its metabolites per
  1 10 millimeter milliliter of blood.
  1 11    Sec. 3.  Section 99F.9, subsection 5, Code 1995, is amended
  1 12 to read as follows:
  1 13    5.  A person under the age of twenty-one years shall not
  1 14 make a wager on an excursion gambling boat or at a racetrack
  1 15 enclosure and shall not be allowed in the area of the
  1 16 excursion boat or racetrack enclosure where gambling is being
  1 17 conducted.  However, a person eighteen years of age or older
  1 18 may be employed to work in a gambling area.  
  1 19                           EXPLANATION
  1 20    This bill amends chapters 99D and 99F to authorize the
  1 21 racing and gaming commission to set the fines for violations
  1 22 of pari-mutuel wagering laws in the same manner as for
  1 23 violations of excursion boat gambling laws.  The maximum limit
  1 24 of $1,000 is removed.  The bill also corrects a technical
  1 25 error relating to a measurement (milliliter in lieu of
  1 26 millimeter) of blood and drug dosages for horses.  The bill
  1 27 also specifies that 21 years of age is the minimum age for
  1 28 wagering at racetrack enclosures as well as excursion gambling
  1 29 boats.  
  1 30                      BACKGROUND STATEMENT
  1 31                     SUBMITTED BY THE AGENCY
  1 32    This bill amends the pari-mutuel wagering chapter (chapter
  1 33 99D) to be consistent with the excursion boat chapter (chapter
  1 34 99F) regarding the authority of the racing and gaming
  1 35 commission to set fines.  The bill also makes a technical cor-
  2  1 rection which changes the word "millimeter" to "milliliter".
  2  2 The last amendment specifies that a person under the age of 21
  2  3 years is not allowed to place a wager at a racetrack enclosure
  2  4 or be allowed in the area of the racetrack enclosure where
  2  5 gambling is being conducted.
