This bill eliminates 3 26 the freeze on the appropriation and returns the appropriation 3 27 for the instructional support program to a standing unlimited 3 28 appropriation. 3 29 The bill also provides for additional state aid for school 3 30 districts with at-risk pupils enrolled in public schools 3 31 within the school district. The amount of aid equals 10 3 32 percent of the district cost per pupil times the number of at- 3 33 risk pupils. 3 34 The bill appropriates additional state aid as 3 35 transportation assistance aid to a school district if the 4 1 school district's per pupil transportation costs exceed 125 4 2 percent of the state average for all school districts. 4 3 The bill applies to school budget years commencing on or 4 4 after July 1, 1996. 4 5 LSB 1969XC 76 4 6 mg/cf/24
