1 1 Section 1. Section 15.108, subsection 3, paragraph a, Code
1 2 1995, is amended by adding the following new subparagraph:
1 3 NEW SUBPARAGRAPH. (5) Receive appropriations from the
1 4 general fund of the state and other funds for all economic
1 5 development activities undertaken and funded by the state and
1 6 disburse funds for those activities as the general assembly
1 7 shall direct.
1 8 Sec. 2. Section 15.108, Code 1995, is amended by adding
1 9 the following new subsection:
1 10 NEW SUBSECTION. 11. ECONOMIC DEVELOPMENT PROGRAM
1 11 CLEARINGHOUSE. To provide increased access to economic
1 12 development program information and services, the department
1 13 shall establish a clearinghouse for economic development
1 14 information. The department shall establish toll-free
1 15 telephone numbers for use by persons seeking information
1 16 regarding economic development programs and services in Iowa.
1 17 The clearinghouse shall be staffed during normal business
1 18 hours and shall be capable of directing callers to the proper
1 19 point of contact for any economic development program funded
1 20 by the state. The department shall place the toll-free number
1 21 in all telephone directories published for Iowa communities
1 22 and shall advertise the existence of the clearinghouse outside
1 23 of the state.
1 24 EXPLANATION
1 25 This bill provides that all appropriations for economic
1 26 development programs, including those operated by state
1 27 agencies other than the department of economic development,
1 28 for example regents institutions, shall flow through the
1 29 department of economic development. The bill also provides
1 30 that the department of economic development shall establish a
1 31 clearinghouse for economic development information. The
1 32 clearinghouse shall have the capability to direct a caller
1 33 using its toll-free telephone number to the proper person to
1 34 answer the caller's question regarding economic development
1 35 programs. In addition, the department is to include the
2 1 telephone number of the clearinghouse in Iowa telephone
2 2 directories and advertise the existence of the clearinghouse
2 3 out-of-state.
