1 1 Section 1. Section 173.5, subsection 2, Code 1995, is
1 2 amended to read as follows:
1 3 2. The convention shall elect a successor to each of the
1 4 two district directors on the board whose term expires at noon
1 5 on the day following the adjournment of the convention. An

1 10 EXPLANATION
1 11 This bill amends chapter 173 which provides for the Iowa
1 12 state fair. The Iowa state fair authority is established as a
1 13 public instrumentality of the state responsible for
1 14 administering the chapter. The powers of the authority are
1 15 vested in the Iowa state fair board. Two members from each
1 16 congressional district are elected to serve on the board.
1 17 Elections are conducted each year at a convention. The
1 18 convention is comprised of a number of representatives,
1 19 including representatives of agricultural societies who
1 20 administer county and district fairs. Section 173.5 provides
1 21 that the convention each year must elect successors to each of
1 22 the two district directors on the Iowa state fair board whose
1 23 terms are to expire. This bill provides that an individual
1 24 employed on a full-time basis by a society as defined in
1 25 section 174.1 to manage a fair as provided in chapter 174,
1 26 shall not be eligible to be elected as a successor district
1 27 director.
