  1  1    Section 1.  Section 257.14, unnumbered paragraph 1, Code
  1  2 1995, is amended to read as follows:
  1  3    For the budget years commencing July 1, 1991, July 1, 1992,
  1  4 July 1, 1993, July 1, 1994, and July 1, 1995, July 1, 1996,
  1  5 July 1, 1997, and July 1, 1998, if the department of
  1  6 management determines that the regular program district cost
  1  7 of a school district for a budget year is less than the total
  1  8 of the regular program district cost plus any adjustment added
  1  9 under this section for the base year for that school district,
  1 10 the department of management shall provide a budget adjustment
  1 11 for that district for that budget year that is equal to the
  1 12 difference.  
  1 13                           EXPLANATION
  1 14    Present law guarantees that a school district's regular
  1 15 program district cost for the budget year beginning July 1,
  1 16 1995, will equal at least 100 percent of that district cost
  1 17 plus any cost guarantee adjustment for the previous school
  1 18 budget year.  The bill extends this guarantee to school budget
  1 19 years beginning July 1, 1996, July 1, 1997, and July 1, 1998.
