  1  1    Section 1.  STATE PERCENT OF GROWTH.  There is established
  1  2 pursuant to section 257.8, subsection 1, for the school budget
  1  3 year beginning July 1, 1995, for the state school foundation
  1  4 program a state percent of growth equal to four and one-half
  1  5 percent.
  1  6    Sec. 2.  EFFECTIVE DATE.  This Act, being deemed of
  1  7 immediate importance, takes effect upon enactment and is
  1  8 applicable for computing state aid under the state school
  1  9 foundation program for the school budget year beginning July
  1 10 1, 1995.  
  1 11                           EXPLANATION
  1 12    This bill establishes for the school budget year beginning
  1 13 July 1, 1995, for the state school foundation aid program a
  1 14 state percent of growth equal to 4.5 percent.  Section 257.8
  1 15 of the Code, rewritten in 1992, states that the state percent
  1 16 of growth for a budget year be established by statute within
  1 17 30 days of the submission in the base year of the governor's
  1 18 budget to the general assembly.  The bill takes effect upon
  1 19 enactment.
