1 2 BY COMMITTEE ON TRANSPORTATION
1 3 (SUCCESSOR TO SR 124)
1 4 A Resolution supporting the use of more than one crew
1 5 member in freight railroad operations.
1 6 WHEREAS, if trains are operated with only one crew
1 7 member, the likelihood of highway-rail grade crossings
1 8 being blocked for greater periods of time will
1 9 increase, thereby hindering emergency vehicles; and
1 10 WHEREAS, the use of only one employee in the
1 11 locomotive will reduce the ability to protect against
1 12 human error which may cause an accident; and
1 13 WHEREAS, the possibility of train collisions and
1 14 impacts with highway vehicles will be increased if
1 15 freight trains are allowed to operate with only one
1 16 crew member; and
1 17 WHEREAS, the safety of railroad operations must be
1 18 maintained at its highest level in order to protect
1 19 the public; and
1 20 WHEREAS, the public will be placed at great risk if
1 21 freight railroads are allowed to operate trains with
1 22 only one person in the locomotive; NOW THEREFORE,
1 23 BE IT RESOLVED BY THE SENATE, That no freight
1 24 railroad should operate a train in Iowa with only one
1 25 crew member working in the locomotive.
1 26 BE IT FURTHER RESOLVED BY THE SENATE, That a copy
1 27 of this resolution shall be sent to the Honorable
1 28 Jolene Molitoris, Administrator of the Federal
1 29 Railroad Administration.
